Project Overview

This project will replace an aging 6-inch water main with a 12-inch water main to improve reliability and water pressure. The project will also include street resurfacing, replacement of damaged storm sewer structures, and traffic pattern modifications. Restoration of two-way traffic is being considered for Kingsley St. (State St. to Ingalls St.) and Ingalls St.

SCHEDULE:

Phase 1 – Kingsley Street from Detroit Street to State Street: May to Mid-July

Phase 2 – Kingsley Street from State Street to Ingalls Street: Mid-July to Late-August

Phase 3 – Ingalls Street from Kingsley Street to Huron Street: Late-August to Mid-October

Why is this project being done?

As part of City of Ann Arbor’s ongoing Capital Improvements Project, the project will upgrade the water main and resurface the streets.

Work to be done

The project will include replacement of an aging 6-inch water main that has a history of breaks, upsizing to 12-inch water main and creating other improvements to improve reliability and water pressure. Also, the project includes resurfacing the street, replacing damaged storm sewer structures and changing some traffic patterns. The project is considering the restoration of the two-way configuration for the Kingsley St. between State St. and Ingalls St. and for the Ingalls St.

Funding Source

The City of Ann Arbor’s ongoing Capital Improvements Project is funded by the city water and road funds.

July 9, 2026 Update

Construction on the Ingalls-Kingsley Water Main Replacement Project continues to progress.

The new water main has now been installed along Kingsley Street between Detroit Street and State Street. In the first block, between Detroit Street and Division Street, the new water main has been tested, placed into service, and the roadway has been repaved.

In the second block, between Division Street and State Street, the new water main has been installed and has successfully completed the required testing. During the initial testing process, the contractor encountered issues that required the cleaning and testing procedures to be repeated before the water main met all water quality requirements. Those requirements have now been satisfied.

Next week, the contractor is scheduled to connect the new water main to the existing water distribution system and transfer water services for properties along this block to the new main. Following completion of this work, the roadway will be repaved.

While these activities are underway, the contractor will also begin work on the next phase of the project, extending from State Street to Ingalls Street. Residents and visitors should continue to expect construction activity, traffic control measures, and periodic impacts to on-street parking as work progresses.

Residents in the vicinity will experience noise and dust normally associated with construction.

Water interruptions

  • Generally, water service will be maintained with a few exceptions: (1) planned 6-8 hour interruptions when new mains are tied into existing ones which will be proceeded by notification by orange door hangers 24-hours prior, (2) brief 30 minute interruptions when services lines are transferred to the new main which will be preceded by 12-24 hour notice in person.
  • Contractor will do their best to not interrupt business operations, however this will be a case-by-case business. Impacted businesses will be contacted by the project team on this issue.

Below are the current or upcoming traffic, parking and access impacts:

  • Vehicles: Estimated road closure dates are provided below.
    NOTE: All dates are subject to change; check back frequently for updates.
    • May - Mid-June: Partial Closure of Kingsley St. from Detroit St. to State St. - westbound, one-way lane to remain open.
    • Late-June - Late-August: Full Closure of Kingsley St. from State St. to Ingalls St.
      • State St. intersection closure dates TBD.
    • Late-August - Mid-October: Full Closure of Ingalls from Kingsley St. to Huron St., including Ingalls and Catherine intersection.
