Why is this project being done?

As part of City of Ann Arbor’s ongoing Capital Improvements Project, the project will upgrade the water main and resurface the streets.

Work to be done

The project will include replacement of an aging 6-inch water main that has a history of breaks, upsizing to 12-inch water main and creating other improvements to improve reliability and water pressure. Also, the project includes resurfacing the street, replacing damaged storm sewer structures and changing some traffic patterns. The project is considering the restoration of the two-way configuration for the Kingsley St. between State St. and Ingalls St. and for the Ingalls St.

October 9, 2026 Update

Construction on the Ingalls-Kingsley Water Main Replacement Project continues to progress. Phase 2 of the project is complete and the Kingsley and State St intersection is open to traffic. Phase 3 of the project is underway.

October 7, 2026 Update - Water service has been restored

Following the water main break at the Ingalls and Catherine intersection, the contractor and City of Ann Arbor crews worked as quickly as possible to perform the necessary repairs. Water service has been restored as of 3:30PM.

It is recommended that you run cold water from the lowest-level faucet in your home for 15 minutes. This helps flush the service line and remove any air or sediment that may have entered the line during the transfer.

October 7, 2026 Update - Water main break

There was a water main break at the intersection of Ingalls Street and Catherine Street. To stop the leak, the water main has been shut down by the closing the nearest valves to the break. This has put several services out of water without notice. The contractor and City of Ann Arbor crews are currently performing the necessary repairs as quickly as possible.

We expect water service to be restored by the end of the day.

We apologize for the inconvenience, ask for your understanding that notice could not have been given for this emergency shutdown, and appreciate your patience while this work is completed.

September 28, 2026 Update

Construction on the Ingalls-Kingsley Water Main Replacement Project continues to progress.

The new water main has now been installed along Kingsley Street between State Street and Ingalls Street. Weather permitting, the contractor is scheduled to repave the roadway later this week.

While these activities are underway, the contractor has begun work on the next and final phase of the project, Ingalls Street between Kingsley Street and Huron Street. Residents and visitors should continue to expect construction activity, traffic control measures, and periodic impacts to on-street parking as work progresses.

August 24, 2026 Update

The underground work at the Kingsley and State Street intersection has been completed. The contractor has begun surface work, and once that work is complete, the intersection will reopen to traffic while work on the remaining portion of Phase 2 continues.

July 23, 2026 Update

Phase 1 is complete. Phase 2 of the project is underway.

July 9, 2026 Update

Construction on the Ingalls-Kingsley Water Main Replacement Project continues to progress.

The new water main has now been installed along Kingsley Street between Detroit Street and State Street. In the first block, between Detroit Street and Division Street, the new water main has been tested, placed into service, and the roadway has been repaved.

In the second block, between Division Street and State Street, the new water main has been installed and has successfully completed the required testing. During the initial testing process, the contractor encountered issues that required the cleaning and testing procedures to be repeated before the water main met all water quality requirements. Those requirements have now been satisfied.

Next week, the contractor is scheduled to connect the new water main to the existing water distribution system and transfer water services for properties along this block to the new main. Following completion of this work, the roadway will be repaved.

While these activities are underway, the contractor will also begin work on the next phase of the project, extending from State Street to Ingalls Street. Residents and visitors should continue to expect construction activity, traffic control measures, and periodic impacts to on-street parking as work progresses.

Residents in the vicinity will experience noise and dust normally associated with construction.

  • Starting May 3, the Blake Transit Center will be temporarily closed. All bus stops will be moved to 5th Ave. and Washington St.

Water interruptions

• Generally, water service will be maintained with a few exceptions: (1) planned 6-8 hour interruptions when new mains are tied into existing ones which will be proceeded by notification by orange door hangers 24-hours prior, (2) brief 30 minute interruptions when services lines are transferred to the new main which will be preceded by 12-24 hour notice in person.
• Contractor will do their best to not interrupt business operations, however this will be a case-by-case business. Impacted businesses will be contacted by the project team on this issue.
• In the event of an unexpected watermain break, advance notification is not possible. The project team will work to address the issue and complete any necessary repairs as quickly and efficiently as possible.
• After your water service has been transferred and restored, it is recommended that you run cold water from the lowest-level faucet in your home for 15 minutes. This helps flush the service line and remove any air or sediment that may have entered the line during the transfer.

Below are the current or upcoming traffic, parking and access impacts:

• May - Mid-July: Partial Closure of Kingsley St. from Detroit St. to State St. - westbound, one-way lane to remain open.
• Mid-July - Late September: Full Closure of Kingsley St. from State St. to Ingalls St.

Access

• Local access for vehicular and pedestrian traffic will be maintained. Contact onsite inspectors/workers if your destination appears inaccessible.
• Access to driveways will be maintained except for brief periods when the construction work (e.g. excavation or paving) is in the immediate vicinity of the driveway. The contractor is expected to provide appropriate notification.
• Onsite inspectors/workers will make reasonable efforts to notify residents of upcoming periods of inaccessibility using various methods of contact, including door knocking. However, we are not always able to make contact with every residence. If construction work is occurring near your property and you believe your driveway may be impacted, we encourage you to ask an onsite worker for information or contact us by phone or email to confirm upcoming access restrictions.
• Because these driveway interruptions are temporary and residents are provided advance notice when access will be affected, residents may leave their vehicles in their existing parking location until access is restored or make other safe and lawful parking arrangements during the temporary interruption. Temporary parking permits will not be granted at this time.
