Project Overview
The project will upgrade traffic signals at 15 locations citywide.
Traffic Signal Upgrades will include mast arms, controllers and cabinets, and detection.

- Permanent signing and pavement markings
- Upgrade detection for all travel modes
- Concrete sidewalk, curb ramps, upgrade existing ramps to ADA
The project will upgrade traffic signals at 15 locations citywide, they include:
- Plymouth at Huron Parkway, Nixon, and Broadway
- Broadway at Swift
- Maple at Dexter, Maple Village, Liberty
- Fuller at Huron HS, Fuller Ct (south), Fuller Ct (north) & Bonisteel, Cedar Bend, and Maiden Lane
- Stadium at Packard, Henry;
- Main at Scio Church; and Ellsworth at Varsity and Boardwalk
July 1, 2026 Update
Construction begins today, July 1, at the Ellsworth/Varsity and Eisenhower/Boardwalk intersections. Work will continue through November 15th, when construction will pause for the winter. Construction is scheduled to resume on April 16th, 2027, with an anticipated project completion date of June 14th, 2027.

Congestion Mitigation and Air Quality (CMAQ) Federal Grant Funds = $1,162,800
Major Streets Fund (local match) = $175,100
Total Project Cost = $1,337,900
12/2025 MDOT Awarded Bid Amount = $1,283,720.48
*Bids for this project were below the Engineer's Estimate of Costs
City Council took action at the November 17, 2025 meeting to enter into the City/State agreement (R - 25-407) for a total project cost of $1,337,900.00.
