Project Overview

Miller Avenue, from downtown to Maple Road, will undergo construction in 2025 for both utility and transportation work.

Dec. 5, 2025

Miller Avenue Reopening

  • Miller Avenue is expected to reopen to two-way traffic by the end of Saturday, Dec. 6.
  • The cycle track will remain closed for now.

Traffic Signal Changes

  • On Monday morning, Dec. 8, the traffic signals at Maple and Seventh will be switched over.
  • This work requires coordination with City staff.
  • Until then, the all-way stop at Seventh Street will remain in place.

Speed Limit and Pavement Markings

  • The new speed limit on Miller Avenue is 25 MPH.
  • Some pavement markings cannot be finished yet due to last week’s weather.
  • Orange delineators will stay in place until temperatures improve and crews can complete the striping.

Cycle Track Work

  • Contractors will continue installing cycle track barriers.
  • Work may occur from within the cycle track or with the use of flaggers.
  • Eastbound and westbound motor vehicle traffic will be maintained during this work.

Solid Waste Bin Placement (South Side Residents)

  • Residents on the south side of Miller should place their solid waste bins as close to the motor-vehicle lanes as possible.
  • This may mean placing bins against the modular curbing inside the cycle track area.

Upcoming Intersection Closure

  • The First & Miller intersection will be closed again starting Wednesday, Dec. 10, 2025 for a separate capacity improvement project.


Nov. 19, 2025:

Miller Avenue is expected to be fully open by December 6. The roadway will be re-striped next season, but will be completed with minimal disruptions to traffic.

No access to or from Chapin due to bus stop and cycle track construction activity within the influence of the intersection. Eastbound Miller access to and from all other side streets will be maintained.

Contractors are currently working on installing concrete curbs and bus stops pads between Maple and Saunders. Permanent signage installation will begin tomorrow. Next week they will begin installing concrete speed tables, pavement markings and the recycled polyethylene longitudinal channelizer system.

Work will pause over the 4-day Thanksgiving weekend. REMINDER: Garbage pickup will be delayed 1 day and will be on Saturday morning (11/29).

October 30 Update:

All side streets, with the exception of Chapin (and Seventh), have been made accessible to and from eastbound Miller.

October 27 Update:

Maple Road to First Street- The final phase of the project is starting Monday, October 27 to install the cycle track, speed tables, and enhanced crosswalks. The corridor is scheduled to be fully open to traffic by November 22, weather dependent.

The contractor will be maintaining an eastbound lane (from Maple to First) for “local access only”. Those in and out of the neighborhoods are highly encouraged to seek alternate routes, but please drive carefully whichever way you choose.

Full Closure of Miller Avenue from North Maple Road to North First Street

When: Monday, Oct. 27 - Saturday, Nov. 22, 2025

Why: City contractor Fonson will be installing the cycle track, speed tables, and enhanced crosswalks.

Detour route and other travel impacts:

  • Eastbound vehicles traveling on Miller Avenue will be detoured south on North Maple Road, then east on Dexter Avenue to east on West Huron Street, then north on North First Street to Miller Avenue.
  • Westbound vehicles will be detoured south on North First Street, then west on West Huron Street, then west on Dexter Avenue, then north on North Maple Road to Miller Avenue.
  • Cyclists are advised to travel to and from downtown Ann Arbor via Dexter Avenue, South Revena Blvd, and West Washington Street.
  • Pedestrian traffic will be maintained, with detours posted as necessary during sidewalk replacement work.
  • Emergency vehicles are advised to follow the posted detour, when possible. However, emergency vehicle access will be maintained as needed.
  • Access to driveways within the closure will be maintained.

October 17 Update:

Chapin to Seventh - Paving scheduled for October 20 and October 21, weather dependent. Structure adjustments and landscape restoration will continue through the week.

Maple to First - The final phase of the project will start on October 27 to install the cycle track, speed tables, and enhanced crosswalks.

September 12 Update:

Seventh to Newport - Top course of asphalt is scheduled to be installed on Tuesday, September 16. Paving activities will work around Open School drop-off and pick-up traffic, and are not expected to interfere. However, driveway access between Seventh and Newport will be interrupted for the majority of the day (9 a.m. - 3 p.m.).

Chapin to Seventh - Water main work is nearly complete. Storm sewer work is underway. Utility poles are being relocated near Seventh for the road widening.

Week of July 14:

Phase 2 Maintenance of Traffic:

Seventh to Spring construction.

Following intersections will be closed during construction:

  • Brooks
  • Gott
  • Miner
  • Fountain
  • Chapin

Local-only access will be maintained eastbound through the construction site.

Week of July 7:

  • The road base will be graded, and installation of asphalt is scheduled for the end of the week, weather permitting.
  • Contractor will move traffic controls and operations to the Phase 2 area, which is just east of Seventh through and including Chapin.
  • open from northbound Seventh and from eastbound Miller
  • East of Seventh will be under construction

July 3, 2025,

The concrete crews have been replacing curbs, driveways, bus stops, as needed, throughout the Phase 1 area. No construction will occur this holiday weekend, resuming on Monday, July 7.

March 24 – July 14, 2025

Fonson Company will be installing water main, stormwater drains, road curbs and pavement for the Miller Avenue Rehabilitation project.

All lanes of Miller Avenue will be closed to traffic from Newport Road through and including Seventh Street. Eastbound traffic will travel south on North Maple Road, then east on Dexter Avenue, then east on West Huron Street, then north on North First Street back to Miller. Westbound traffic will travel south on North First Street, then west on West Huron Street, then west on Dexter Avenue, then north on North Maple Road back to Miller.

The following intersections with Miller Avenue will also be closed:

  • Linda Vista Street
  • Wesley Street
  • Pomona Road
  • Red Oak Road
  • Arborview Boulevard
  • Seventh Street

Why this project?

  • Old water mains need replacement as well as the condition of existing infrastructure.
  • Funding is available to make improvements within the Allen Creek watershed for underground detention of storm runoff.
  • The road condition from Newport to Chapin warrants repaving. This section of pavement was not repaved during the 2013 Miller project.
  • Miller Avenue is an all ages and abilities bike corridor, with funding available to upgrade bike lanes.

Cost and funding sources

This project is being funded by multiple sources:

  • City Water Utility and Stormwater Utility Funds
  • State Transportation funds
  • County Road Millage Funds

For this project, please keep in mind:

  • The city has seen in increases in walking and biking as new infrastructure is built.
  • There will be points of conflict between cars, bikes and people at various points. That is the current condition. However, by providing dedicated infrastructure, and reducing speeds, those conflicts become more manageable and safer.
  • Snow removal on bike lanes will continue to be a focus and new equipment is coming online to address it.
  • Changes will not negatively impact curbside collection service and instructions on where to put carts will be provided.
  • Residents in the vicinity will experience noise and dust normally associated with construction.
  • Non-resident traffic will be detoured around the construction zone while local access for residents will be maintained.

Public engagement on this project included options of using an online pin drop tool or posting a note on a corridor print out during four public open houses. Comments received can be viewed on this pin drop map. Staff have provided responses to many of the questions and comments.
