Project Overview

Accessibility and placemaking improvements are being made at Liberty Plaza as a partnership between the City of Ann Arbor Parks & Recreation Services Unit and the Downtown Development Authority (DDA). Phase One, completed in 2025, included the installation of murals throughout the plaza walls. Phase Two focuses on accessibility improvements and placemaking.

Accessibility Improvements

Accessibility improvements are intended to both enhance the experience of the plaza for all users and address ADA barriers identified in the Ann Arbor Parks & Recreation ADA Transition Plan. The ground plane will undergo work to remove trip hazards and address uneven terrain. New tactile warning strips are being installed at the tops and bottoms of the ramps. Additionally, all handrails throughout the plaza are being replaced with new ADA compliant handrails.

Placemaking Improvements

New site furnishings will also be added to the plaza as part of the improvements, including benches, waste receptacles, bike hoops, and lean rails. Bench selection and layout were intentionally designed to improve accessibility by including companion seating for wheelchairs and other mobility devices.

The plaza's planting beds—many of which have been largely barren of plant material—will undergo significant improvements to reestablish vegetation. Working with a local landscape architect, the new planting plan was carefully designed to provide year-round seasonal interest and include pollinator habitat. Existing soil will be amended to support plant health and long-term growth.

Several trees were identified by City staff for removal due do poor health and accessibility concerns. New planting will include canopy trees.

Liberty Plaza will be temporarily closed while the majority of the improvement work is underway. On-site signage will be installed, and the City will continue to provide project updates throughout construction. This second phase of improvements is anticipated to be completed this summer.
