Project Overview

This a proposed site plan and rezoning from PUD (Planned Unit Development) to a C1B (Community Convenience Center). The site plan proposes four, three-story residential townhouse units with garage parking spaces. City Council is the final decision-maker for this project.

This project involves rezoning and site plan. The approving body is City Council.

Rezoning: This parcel is currently zoned Planned Unit Development (PUD). The proposal is to rezone to C1B, a mixed-use district. Rezoning applications are reviewed by the City’s different service areas for alignment with the Comprehensive Plan and other City standards. Once staff reviews are complete, the application would be scheduled for a City Planning Commission for a recommendation and then two City Council meetings for a public hearing and vote. A community participation meeting is required for rezonings. This meeting will be held on September 2, 2026, and a summary will be uploaded to STREAM afterwards.

Site Plan: Site plans are reviewed by the City’s different service areas for compliance with the Unified Development Code. After a project is submitted, staff review takes 2-3 weeks. Then the applicant revises the plans and resubmits. Staff takes another 2-3 weeks to review, and this cycle continues until all comments are addressed. The project is then scheduled for a City Planning Commission meeting for a recommendation and then two City Council meetings for a public hearing and vote. The rezoning and site plan will go to City Planning Commission and City Council at the same time.

  • Density: Four units are proposed.
  • Building Form: The townhouses will be just under 30 feet in height, or three-stories.
  • Setbacks: The front setback (Depot Street) will be 5.5 feet. The side setbacks (east and west parcel lines) will be 3 feet. The rear setback (south parcel line) will be 0 feet.
  • Access: The townhouses will be accessed off of the public alley to the west of the site.
  • Parking: Parking will be provided in individual garages.
  • Natural Features: There are limited existing natural features on site and no landmark trees.
